Architect and Technical Lead

In my role I manage a highly skilled Agile engineering team in the development and maintenance of the GSA FAS Cloud Services platform, including the infrastructure behind the GSA beta.sam.gov (IAE) website. As the platform architect I am responsible for the design and strategy of the highly-available (HA) platform in support of meeting both the business and technical objectives of the IAE program. In addition to identifying and successfully implementing OpEx reductions throughout the platform I work and communicate directly with government program leadership, other vendor teams and FCS tenants to help define and execute improvements to operational strategy across the platform and within FAS IT. Significant accomplishments: Realization of significant cost reductions across licensing fees and AWS infrastructure utilization. Re-architecture of application traffic flow to significantly improve application performance and capacity. Instantiation of requirements gathering process to ensure tenant business needs are addressed with platform enhancements. Booz team awarded GSA COMET BPA and FCS Task Order.

I was responsible for technical development and maintenance of USAspending.gov as well as the DATA Act Broker application, a data ingest and validation engine built to unify all federal agency spending information so that it is transparent and publicly accessible. This included implementing the DATA Act Information Model Schema (DAIMS) through activities such as application design and maintenance of logical and physical data models as well as updates to the physical database schema and associated data assets. I built and maintained external data ingest pipelines, which performed transformations to standardize the ingested data, to provide critical external data to the applications and ensure the accuracy and quality of data and DATA Act Broker validations and USAspending.gov usage.

I led efforts to identify and implement the technical strategy and direction for the Broker and worked with the Product Owner to harmonize business priorities and technical capabilities. In addition to managing the team backlog and assigning tasks, I coached the team in using effective technical and strategic techniques and worked alongside them to fulfill project priorities. As DevOps Engineer, I provided architectural and operational support of the production, public-facing application, including orchestration of application and data infrastructure and management of physical databases. I developed a fully automated CI/CD pipeline enabling code to be tested and deployed efficiently and reliably and provided DevOps tooling, including monitoring and logging solutions. Significant accomplishments: Project team’s successful deployment of the DATA Act Broker. Launch of new USAspending.gov website in March 2018. The project being granted the BAE award, the highest project accolade awarded at Booz Allen Hamilton. Deployment of new Financial Assistance submission system. Implementation of updates to the DAIMS.
